At the City of Joburg Property Company (JPC), our Human Capital Department is the engine behind an inclusive, high-performing and future-ready organization. With 68% of our employees being female and a majority aged between 31 and 40, our workforce represents a dynamic, capable pool of young professionals who are ready to innovate and lead.

Employment Equity and Diversity

JPC is guided by the principles of the Employment Equity Act to ensure equal access to opportunities for all South Africans. Through our Employment Equity and Skills Development (EESD) Forum, we drive organisational change and embed equity at all levels.

The Human Capital Department manages employee recruitment, development, retention, and performance to support the strategic goals of JPC. It ensures a diverse, skilled and high-performing workforce aligned with the City of Johannesburg’s transformation and service delivery objectives.

JPC follows a formal Employment Equity Policy guided by the Employment Equity Act. The organisation uses both numerical targets and inclusive processes, including affirmative action measures and the Employment Equity and Skills Development Forum, to promote workplace diversity without creating absolute employment barriers.

JPC offers a wide range of training initiatives, including leadership development, digital skills training, and job-specific upskilling. Each employee has a personalized Individual Development Plan (IDP) to ensure training aligns with personal growth and company needs.

Through initiatives such as internships, bursaries, and youth-focused training programmes, JPC empowers young professionals aged 31–40—who make up the majority of the workforce—to grow into future leaders while contributing to inclusive economic development.

Skills Development & Training

Employee development is central to our mandate. In the 2024/25 period alone, over 397 employees received targeted training to close competency gaps and build internal capacity for future leadership roles.

We also maintain individual development plans (IDPs) to ensure all training aligns with both personal and organizational goals.
