This function involves conceptualizing, designing and then implementing (either individually or in partnership) a development on CoJ land. JPC would undertake this task for developments that were strictly property-related. In some instances the JPC gives other bodies (such as the JDA, or CoJ Departments) the power of attorney to carry out Property Developments.
