JPC Properties Currently on Tender

With a number of properties currently available for lease, development or sale, the JPC, an agency of the City of Johannesburg (CoJ) managing the property portfolio encourages interested investors to participate in the various tenders currently available.

The process by which interested parties will need to follow with regards to leasing or selling of council-owned properties is as follows;

Stage 1:

Step 1 – Enquiry
Should you wish to enquire about the possibility of leasing or buying land or any other property related enquiries, these can be done by lodging an enquiry on the standard enquiry form at the JPC's Client Servicing Unit (CSU).

Step 2 - Assessment
All enquiries will be assessed within fourteen days of submission by the JPC's Assessment Committee. Should the enquiry be supported it will be progressed to Stage 2.

Step 3 - Response 
A written response to all enquiries will be issued within fourteen working days. The response will advise if the sale or lease by private treaty is supported as well as the estimated costs related thereto.


Stage 2:

Step  1 - Application
Applications may be submitted after a positive response has been received from the JPC Assessment Committee arising from the enquiry. The application will then proceed with the approval process upon payment of the application fee.

Step 2 - Departmental and Municipal Entity (D&Me) Ward Councillors Comments
The JPC will obtain the comments from the D&ME's and Ward Councillors, to ensure that the property is not required by D&ME to provide basic municipal services in compliance with the Municipal Finance Management Act 56 of 2003 (MFMA). If any objections are received to the lease or sale of the property, the applicant will be informed in writing and the application will be deemed finalised.

Step 3 - Mayoral and Council Reporting 
Once all comments by the D&ME's and Ward Councillors' are received, a report will be submitted to the City of Johannesburg's(COJ) committee cycle to request approval (in terms of section 14(2) of the MFMA) from Council for all property related transactions of the property in principle.

Step 4  - Executive Adjudication Committee (EAC)
Once in-principle approval is obtained, a report will be submitted to the COJ's EAC to consider the terms of the proposed property transaction.

Step 5 - Agreement
Once EAC approval is obtained, an agreement will be drafted and signed by the applicant and JPC.

Tenders Open to the Public for Lease 
There are currently 12 tenders open forpublic participation at various sites throughout the city. Each sites document is available for R200 and will be introduced during a one-hour non-compulsory briefing session on 9 May 2018 at 10am at the JPC Head Office. Open tenders available for public lease are scheduled to close on the 1st of June 2018.

  2. Portion 1 of Erf 461 Maraisburg for Sports and Recreational purposes (RFP 03/2018).
  3. Erf 119 Melrose Estate for Sports and Recreational purposes (RFP 04/2018).
  4. Portion of Portion 89 of Farm Rietfontein No.61 IR – Fairmount Sports Club for Sports and Recreational purposes (RFP 05/2018).
  5. Erf 216 Meredale for Sports and Recreational purposes (RFP 06/2018).
  6. Erf 314 The Hill for Sports and Recreational purposes (RFP 07/2018).
  7. The Hill for Sports and Recreational purposes (RFP 08/2018).
  8. Portion of the Remainder of Erf 1953 Malvern Sports and Recreational purposes (RFP 09/2018).
  9. Portion of the Remainder of Portion 8 of Farm Klipfriviersberg No.106 IR – Pioneer Park Sports and Recreation Facility for Sports and Recreational purposes (RFP 10/2018).

Tenders Open to the Public for Sale 
There are currently three CoJ Municipal properties for sale whereby property documents are available for R200 each and a non-compulsory briefing will be hosted on the 9th of May from 10h00 to 11h00. Tenders for properties available for sale close on the 1st of June 2018, at 10h30 with the following properties currently available;
  1. Erf 1744 Poortjie
  2. Erf 432 Poortjie
  3. Erf 2301 Northcliff Extension 12

Tenders Open to the Public for Development
There is currently one property available for public development, the RFP for the turnkey design and development for Portions Erf 1 Arena Township (Ruimsig Athletics Stadium) for a sustainable sports precinct. The tender document is currently available for R500 and submissions will need to be completed by the 31st of July 2018 at 10h30.

A
non-compulsory briefing on the property tender will be hosted on the 10th of May, 2018 at 10h30 on site at Hendrik Potgieter Road and Handicap Road, Ruimsig.
